Ground Truth Programme Officer/ Programme Manager*

Summary: Ground Truth Solutions (GT) is looking for a programme officer/programme manager to work as an integral member of the core team in Vienna as we scale up our activities. This position entails particular responsibility for designing and managing projects. Start date is as soon as possible, with a 12-month, renewable contract. Ground Truth was set up in 2012 as a programme of Keystone Accountability. The focus of GT is a performance management tool that brings together traditional social science models of participation with an approach to feedback adapted from the customer satisfaction industry. GT works with a variety of humanitarian agencies, providing consultancy services to adopt its light-touch methodology to systematically collect the views of affected people on humanitarian performance and to integrate what they learn into the design and implementation of their programmes.

Main responsibilities:

  • Project management
    • Design and set-up of GT’s feedback mechanism in target countries during field deployments
    • Conducting background research (on humanitarian context, data collection options and challenges, pilot projects and their current M&E practices)
    • Designing survey questionnaires, data collection methodology, and dialogue and dissemination plan in close collaboration with staff from partner organizations
    • Identifying and contracting data collection firms
    • Coordinate and contribute to data analysis (using R and/or Excel) and visualization (using Excel and InDesign) for GT’s feedback surveys ‒
    • Providing guidance and assistance to partner organizations as needed, including through (remote) facilitation of internal dialogue sessions to analyze data
    • Refining questionnaires and data collection methodology as needed
  • Contribute to GT learning, evaluation, methodology development and advocacy through
    • Developing training materials
    • Conducting research on relevant topics to inform the improvement and scale-up of GT’s approach and methodology
    • Contributing to internal learning
    • Writing blogs and articles
  • Other: carrying out other ad hoc assignments as needed and within the scope of the above responsibilities

We are looking for a candidate with:

  • Master’s Degree in a relevant field (e.g. political science, development studies or international relations) or equivalent experience
  • A minimum of 3 years of relevant experience, preferably in the field(s) of project management and implementation in humanitarian operations, monitoring and evaluation, donor reporting and data analysis
  • Good knowledge of humanitarian sector and humanitarian accountability initiatives
  • Willingness to travel for work to developing countries, including countries affected by crisis or conflict
  • Good communication and interpersonal skills; ability to represent Ground Truth and the project professionally in external relations
  • Strong organization and coordination skills
  • Demonstrated ability to work independently, creativity and flexibility in adjusting to challenges and opportunities
  • Fluency in English required; knowledge of German, French and/or Arabic an advantage
  • Proficiency in Microsoft office (Word, Powerpoint, Excel) is required, familiarity with statistical tools (R), web design, and Indesign an advantage

What we offer:

A 12 months contract (full time) with possibility of extension; a competitive salary package will be negotiated based on level of experience. There will be a 3-month probationary period.
